What are the basic requirements for applying for construction enterprise qualifications?

（1） There are assets that meet the requirements of this standard.

(2) Registered construction engineers and other registered personnel, engineering and technical personnel, construction site management personnel, and technical workers who meet the requirements of this standard;

（3） The engineering results meet the requirements of this standard;

(4) Having necessary technical equipment.

What materials do newly established enterprises need to submit for qualification?

This includes the business license of the enterprise legal person, the qualification application form for construction enterprises, the articles of association of the enterprise, the appointment documents of the legal representative and technical, financial, and business leaders of the enterprise, the professional title certificate, the qualification certificate of the enterprise project manager, the professional title certificate of the enterprise engineering technology and economic management personnel, and the capital verification report and other relevant materials that need to be issued.

What are the performance certification materials for construction qualification projects? Which companies need signatures?

Each representative project performance should provide corresponding completion acceptance certification materials, engineering completion (handover) acceptance documents, or engineering quality appraisal issued by relevant departments. Overseas projects should also include engineering authenticity certification documents issued by the business departments of embassies and consulates abroad.

The completion acceptance certificate materials should include the signatures of the units and personnel participating in the acceptance, acceptance content, acceptance conclusion, acceptance time, etc. The units that generally participate in acceptance include: construction (owner), survey and design, supervision, construction and other units.

Apply for the qualification of general contracting for construction projects, and after the unit project passes the completion acceptance, it can be declared as a representative project performance.

Enterprises can apply for various qualifications in three orders: general contracting, professional contracting, and construction labor qualifications. The order, category, and quantity of qualifications applied for are not limited.

Enterprises applying for qualifications for the first time (i.e. those without construction enterprise qualifications, applying for construction enterprise qualifications) or new projects (i.e. enterprises with construction enterprise qualifications, applying for other types of construction enterprise qualifications) should apply at the lowest level.

Enterprises applying for qualification upgrades (i.e. those with construction enterprise qualifications applying for higher-level qualifications in the same category) are not limited by the number of years and need to apply for qualification upgrades step by step.

What are the channels for applying for qualifications of construction engineering enterprises?

Enterprises need to apply to the provincial-level housing and urban-rural development competent department in the place of industrial and commercial registration. Enterprises and their subordinate enterprises directly supervised by the State owned Assets Supervision and Administration Commission of the State Council may apply directly to the Ministry of Housing and Urban Rural Development for engineering survey qualifications, engineering design qualifications, and construction enterprise qualifications.
